Import Customs Clearance Procedure 40 is a process that allows for the release of goods into free circulation after the payment of customs duty, VAT, and other relevant taxes. This procedure is crucial for importers to legally and freely dispose of their goods in the destination country.

During import customs clearance, all applicable duties must be paid before the goods can be released into free circulation. However, if the packages have preferential origin, they may qualify for a reduced or zero rate for customs duties. In such cases, only VAT needs to be paid upon import.
